Microwave garlic, oil, and sugar in small bowl until garlic is softened and fragrant, 30 to 60 seconds.

Heat 2 teaspoons garlic oil in 12-inch nonstick skillet over medium heat until shimmering. Add green beans and water, cover, and cook until green beans are bright green, about 3 minutes. Add remaining garlic oil without stirring and cook, covered, until green beans are almost tender, about 2 minutes.

Uncover and continue to cook, stirring occasionally, until green beans are spotty brown and garlic is golden, 3 to 4 minutes. Off heat, stir in vinegar, season with salt and pepper to taste, and serve.
